Sheneice Hughes
Sheneice M. Hughes, M.A.P., USAP, is the Assistant Director of Administration & Customer Engagement at Dallas Airport System (Dallas Love Field, Dallas Executive Airport and Vertiport). Sheneice has been in the Aviation industry for approximately ten years. In her current position, she oversees Budget, Finance, Accounting, Customer Engagement, the Aviation Hiring Team, Parking, External Communications & Marketing, and Title VI. She holds a Bachelor’s degree in Psychology and Public Relations from Grambling State University and a Master’s of Applied Psychology in Industrial / Organizational Psychology from the University of Arkansas at Little Rock. She has approximately 22 years of experience with the City of Dallas. She also holds IPMA-SCP certification from IPMA-HR and the new USAP certification from ACI-NA. She is also a member of AAAE and ACI-NA where she serves on several committees.

Eric founded ACS Firm with the vision of offering a fresh management consulting experience to the aviation, transportation, and government industries. His experience spans municipal government, general aviation and commercial service airports and private business. He has managed organizations and their operations, administration and teams and truly has a passion for inclusion and elevating the organizations he works with for future success.
Eric earned a Bachelor’s Degree in Aviation Management from Southern Illinois University Carbondale (SIUC). He achieved the Certified Member (C.M.) and Airport Certified Employee (ACE) – Operations & ACE Security statuses through the American Association of Airport Executives, is licensed as a Private Pilot and is certified in the Hogan Personality Assessment and is a Certified Facilitator in Civil Treatment and Diversity, Equity, & Inclusion.

Courtney Arbour is the Director of the Texas Workforce Commission’s Workforce Development Division where she oversees an integrated workforce development system that provides employment and training activities for the state of Texas through 28 Workforce Development Boards and 174 Workforce Solutions Offices, more than 100 Adult Education and Literacy and apprenticeship providers.

Jarred Davis currently serves as the Civil Service Director and Board Secretary for the City of Dallas. Annually the department’s operation directly supports talent sourcing and screening needs for approximately 1700 sworn and civilian. He has over 15 years of human resources leadership experience, specializing in the areas of talent acquisition, employee relations, and equal opportunity. He earned his Bachelor of Science in Speech Communication and Secondary Education and Master of Science in Higher Education and Management from Texas A&M University -Commerce.

Leila Melendez is CEO of Workforce Solutions Borderplex, a non-profit partner of the Texas Workforce Commission. WSB serves job seekers in the 6-county region in Far West Texas by working closely with local businesses, education institutions, economic development agencies, and local governments towards improving the skills, wages, and competitiveness of the Borderplex workforce.
Ms. Melendez is a product of El Paso, having graduated from Bel Air High School, taking courses at EPCC, earning a bachelor’s degree from the University of Phoenix and her MBA from UTEP. She's a proponent of lifelong learning and completed an executive education course in behavioral insights at the Harvard Kennedy School of Government.

He has been with the Greater Orlando Aviation Authority since 2017 and is currently the Vice President of Human Resources. He holds a bachelor’s degree in Human Resources from Barry University, a master’s degree in Human Resources Management from Nova Southeastern University, and a doctorate degree in Business Administration with a specialization in Human Resources Management from Northcentral University.
